The power of government limited and the preservation of individual rights havealways been a basic question in the political area. The constitution of the United Statesis the first written constitution in the world. Because of the Constitution, limits thepower of thought successfully transform into practice. Limits the power of politicalsystem become a model of the liberal democracy in the world.Limits the power of thought is originated from Greece and Rome in the ancienttime. It has always been an important political theory in European. It was introducedto the American continent in the seventeenth century. Since the constitutional systemwas established, the power of government is limited. The Constitution of the UnitedStates is extensively studied at home and abroad, but not systematic on limits thepower. Based on the assumption of the "the evil nature of pepole", this article willresearch the question from three aspects. First part, the base of limits the power of thethought of the Constitution of the United States will be analyzed. Second part willdiscusse the checks and balances political system. Third part will discuss the purposeof limits the power. The Constitution of the United States protects the individual rights,and the Constitution also provides the measures for the preservation of individualrights.This article analyses the limits the power of thought of the Constitution of theUnited States, then it comes to the conclusion that the reason that the Constitution ofthe United States limits the power of government and achieves a great success. Firstly,the Constitution of the United States draws the successful experience from Europe.Secondly, according to the actual conditions of the United States, American innovatesin the theory and system of the constitution on the basis of the original one. Thirdly,the framers of the constitution judge that the human nature is evil which can beregarded as the most important factor. Under the consideration above, it eventually sets up a checks and balances of the governmental system.
