The Statement About The Supervision Work Of Contemporary China

Supervision and inspection referred to as supervision work, is an important part of leadership and an important leadership approach for the Chinese Communist Party, is an important means to promote implementing the policies of the central and the party committees at all levels. After the founding of new China, in different historical periods, the Chinese Communist Party laid down a series of targets and line and principles and policies in the process of leading people of all ethnic groups of the country to construct socialism, and has always used the means of supervision and inspection to promote the achieving of the lines and principles and policies. In particularly after the Third Plenary Session of the Eleventh Central Committee,with the national focus of work shifted to the economic construction and scientific development, the national master plan is macro more targeted, more scientific and detailed, and the tasks to carry it out are more arduous. Correspondingly, the supervision work has been also continuely growing and developing in practice, and gradually form a nationwide supervision systems and networks. Supervision departments around china have established the supervision organs and mechanisms with different characteristics in succession, and accumulated a lot of fruitful inspection methods, gradually become the expanding arms and extending perspective of the party committee and government, and play an increasingly important role in maintaining stability and promoting development works. However, compared to the urgent need of reality and rich supervision practices, the theoretical study of supervision is relatively slow. Though Supervision workers having also done a lot of useful exploration, published many articles on the supervision work, but most of them remain the level of the leadership speech and experiences summed up, and lack of in-depth systematic researches about the origin and the nature and the role of the supervision work, even have some vague knowledge and differences on the definition of some concepts. Thus,this situation greatly restricts the efficiency of supervision work, but also hindered the rapid development of supervision work. For this reason, This article followed the historical context of the growth of China's supervision work, explores the historical origins and the development process of supervision work, provide the background basis and experience to learn for the studies of contemporary chinese supervision work by analysing and summarizing the supervision work of each period, construct operating principle model of the supervision work to explore and research by summarizing the mechanism of the supervision work of contemporary China and combining with the reality of policy operation in contemporary China,try to reveal the nature and the characteristics and basic operating rules of contemporary supervision work,deeply find the problems of contemporary supervision work and analyse its causes by the comparative analysis among ancient and foreign and modern inspection work, In these basis,put forward some ideas and suggestions for promoting scientific development of the supervision work by drawing on theoretical research results of Chinese and foreign supervision and combining with my practices and thinking,has a hope of helping to the construction of the supervision theoretical system and clarifying ideas of supervision work and the development of supervision practice.
