| Since the 3rd Session of the 11th National Representative Congress of the CPC in 1978, China has experienced a great change from the traditional society to the modern one. In the last 25 years, with the deepening of all the reformat ional measures and the broadening of the opening to the outside world, a series of changes have happened in all fields of Chinese economy and superstructure, which have exerted profound influence on Chinese society in every aspect such as economy, politics, moral, culture, law and so on. At present, Chinese society has been accelerating its comprehensive transformation so as to achieve the great cause of modernization.Chinese comprehensive renovating and supervising system of public security was established at the beginning period of this social transformation. Though it has exerted important powers on maintaining the social stability and security, it still lags behind the process of current social transformation, and its operating mechanism and administrative mode bear much dense elements left behind by the old planned economy. The major problems are as follows: administrative principles not conforming to the economic elements' co-existing pattern, administrative measures not conforming to the dualistic structure of government and society, administrative mode not conforming to the gradually nerveless identity system. The coming of the accelerating period of social transformation necessarily requires the public security system to change from the traditional mode to the modern one.Chinese social transformation brings both uncommon opportunity and austere challenge to the development of our comprehensive renovating ad supervising system of public security. With regard to opportunity, the further fast growth of market economy makes material preparation for the development of public security system; the first forming and advancement of dualistic social structure makes social preparation for the development; the gradual perfection of socialist law and the enforcement of the policy of ruling the country according to the law makes jural preparation for the development. With regard to challenge, there are more and more anfractuous social conflicts; the social controlling function has turned infirm; the phenomenon of losing social criterion becomes increasingly extrusive; socialsecurity faces menaces coming from traditional and unconventional risks. Generally speaking, there are not only opportunities and challenges, but also difficulties and hopes in the cause of comprehensively renovating and supervising public security.In order to realize the transformation of the renovating and supervising mode, the key point is to keep exploiting and innovating with the spirit of developing along with the times. Measures must be taken into effect from the following three aspects. First, new ideas must come into being, i.e. to discard those traditional ideas connecting closely with the planned economy, authoritative politics and identity relationship and to establish modern ideas acording with the market economy, democratic politics and individual freedom. Then, thinking patterns must be renewed. During the process of social transformation, the comprehensive renovation and supervising of public security should bring into effect accoding to the market and social rules, its measures should tally with the law and the process should be informational zed. Finally, new mechanisms must be created, inclusive of innovating the leading mechanisms, responsibility system, evaluation mechanisminvigorative mechanism and safeguarding mechanism. Through above measures, the comprehensive renovation and supervising of public security will enter a newer and better phase, which is sure to create a secure and stable social environment and guarantee the long-term social stability so that the society and economy will develop in phase and people will lead a better life!... |
