The Researching Of The New Rural Culture Construction Of The Earthquake Areas In Sichuan Province

Culture is not only the soul of a nation, but also an important component of social development. Nowadays, With the development of economic globalization and knowledge-based economy, scientific development of society should not only a prosperous economy but also have a prosperous culture. Examining the cultural forces, we need to insist on the scientific development concept, and need to promote the construction of culture, which is beneficial to promote the construction of economic, cultural, political and social, at the same time, it can promote the cultural soft power and the overall national strength, it also can meet people's need of culture, and improve people's ideological morality,scientific and cultural qualities, it also can safeguard the people's cultural rights.The rural culture development as an important link in cultural construction, and as the main target of the comprehensive development society. On one hand, owing to the national culture is not only spreading in Bible and other books, but also containing in the folk, the theory and practice are interrelated and mutually exchange, as a bird's wings, the two rounds of car, and each aspect is indispensible. on the other hand, rural culture construction is particularly important for our country which has major agricultural population, it is most important that we should pay much attention to folk roots of national cultural in our state and explore the countryside cultural development,our states council always pay a great attention to the rural culture construction. In recent years, we can find that after the 16th people's congress, the party and government have adopted a series of policy measures to improve the rural culture construction, on one hand, they devote to promote the key projects of cultural development, on the other hand, they commit themselves to organize the varied cultural activities to improve the spirit of the cultural life, and upgrade peasants'ideological and moral quality, at the same time, the party and government also actively nurture the market of rural culture and lunch the activities about sending culture, which can urge the exchange and convergence during the rural culture and urban culture, and promote the rural culture development. At the same time, we have also noted that the present situation of rural cultural development can not meet the demand of new rural construction and the objection of comprehensive development, there are still some maladjustment circumstances. This gap is remarkable in Sichuan, relative to other areas in Sichuan province, cultural infrastructures were destroyed in earthquake disaster areas, people's psychological and values has also suffered. It is most difficult to reconstruction the rural culture in these areas.For further understanding the current progress of the new rural culture construction in earthquake disaster areas, this text adopted the way of investigating the case, analyzing questionnaires, consulting to documents, files, the depth interview and learning through one's personal-experience, to investigate 5.12 earthquake disaster area—Xiaode town of Mianzhu city. On the basis of this research, The author has analyzed the difficulties and advantages in the earthquake areas in Sichuan, and based on this premise, the author reviewed the new rural culture construction in Xiao De town, pointed out the advantages and problems of the new rural culture construction in this town, according to the analysis about these problems, the author found out the reasons which behind these problems, such as the support to the culture construction which given by the government is still not enough, especially the fond which used for sustaining the rural culture to rebuild; the usage of local cultural infrastructure is not ideally; the local cultural team have weak and low quality; the attention paid in the role of local traditional culture resources is still not enough; this town is short of cultural rigidity mechanism and so on. According to the analysis about these reasons, the author gives some suggestions to promote accelerate the development of the local culture construction, such as the local government should further clarify the position of local culture, it's means that the local government should find out the feature and advantages of local culture and cultivate the special culture; enhancing the investment to construct the rural culture; giving impetus to the local organizational construction; developing the new style farmers and cultural core members; promoting the local culture and system construction actively and so on. In conclusion, we can summarize experience and lessons in the new rural construction in Xiao De town of Mian Zhu city, through the analysis about this case, we can came to the general guiding recommendations, such as, increasing the investment to the new rural culture construction; promoting the local unique cultural construction and setting up a cultural brand; promoting thanksgiving culture development insisting the development and protection of the local traditional culture; promoting the probity culture and cultivating the new style of collective leadership; promoting cultural facilities legislation and establishing a standard construction management system and so on. The author hope that these experience can give recommendations to other earthquake areas in Sichuan province, and also can guild countryside cultural construction in these areas.
