Post-disaster Community Reconstruction Study Of Lushan County In Sichuan Province From Governance Horizon

The Lushan earthquake destroy material foundation and social construction of Lushan county, which brings huge challenge to post-disaster reconstruction. In addition, post-disaster reconstruction contains rich contents and complicated procedures, which makes it an arduous tasks. In order to finish the reconstruction well, three subjects that contain government, social forces and community members should participate together and cooperate with each other. Meanwhile, community where people living together plays an important role in supporting the construction progress. Therefore, community construction,such as mental and culture construction should be done well as well as the construction of houses, industry, public services, infrastructures and environment.Current situation and problems that base on the practice of post-disaster reconstruction in Lushan county will be discussed in this thesis. Furthermore, we will view the practice by using theory of governance. As a result, four founds are explored.Firstly, government should change its function. Government which acted as complete responsible subject was always be the ruler of post-disaster reconstruction in ancient times. Nowadays, some responsibility should be transformed to other subjects, such as social organizations, social interpreters and even community members.Besides, social forces like social organizations, social interpreters should join while cooperating with other subjects. As an important part of our society, social forces can cover the shortage of government in post-disaster reconstruction. They can not only encourage community member to take part in the construction progress, but also set up a community scaffold to government, community member and even themselves.Moreover, community members should participate to their community reconstruction. Their participation means they have rights to join the planning of community reconstruction while having impact of the plan as rulers. Also, in order to get a favorable goal in the reconstruction, democracy, self-determination, and self-organization will be the mental guide of this progress, which meet the need of community members.Lastly, characteristics of community should take into consideration when reconstruction progressing. It is means that each reconstruction plan should not only base on the reality of community, but also take the advantages of the community. Only by this way, the community reconstruction could be sustainable.Therefore, a cooperative governance mechanism which aim is to build a system with the assistance of government, support of society and self-help of community members should be constructed. This means that we should promoting the cooperation of government, social forces and community members. There are many successful post-disaster reconstruction in Taiwan, which we can learn from. Their success due to their advanced ideas-democracy, equality and multi-subjects. It enlightens us that we could construct an unique mechanism that base on the Chinese reality. Specifically, we should first clear roles and responsibilities of each subject, then establish principles, promote their cooperative mechanism, take advantage of our characteristic and finally construct the mechanism.
