Study On Urban Water Pricing Mechanism

China is one of the most serious water—shortage countries in the world. There are many issues in water resources, such as less per capita uneven distribution, serious pollution and unefficiency management, configuration, usage. With high-speed urbanization, Industrialization, they are becoming key constraints in economic and social development. In this context, as one of the most important means of configuring running water, changes in the prices is increasingly becoming the focus of attention. Since 2009, government departments in many cities have raised the price of running water. Although the reasons are different, some in order to raise money for south project shall, some to levy water charges, some to recovery the cost of supply, the problems exposed in the course, such as random, irrational, non-standard, have aroused people's attention.Analysis a number of water price adjustment cases, we can see that there are many problems in China's urban water pricing mechanism, for example, the legal system is not perfect, the cost of water supply provided by the water supply enterprises is doubtful, the cost of water supply lack of audit by neutrality agency, Hearing Procedures of water pricing is not transparent,the identities of many hearing representative are fraud, the mechanism lack of feedback mechanism. The British, United States, France and other countries'water industry reform has provided us with valuable experience, such as through reform of property rights, to achieve separation between government and enterprises; introduce maximize competition to break the monopoly; establish a standard of effective regulation system adapting to conditions. Learn from their practice and combine with China's national conditions, the practical way is to establish participatory mechanisms.To establish participatory urban water pricing mechanism, we must first improve legislation of water pricing, such as improving the "price of urban water management", "Hearing the government set prices" and other departmental rules and regulations, and secondly, introduce competition in non-monopolistic part, introduce water pricing feedback mechanism, and thirdly, establish a sound information disclosure system in water supply enterprises, a neutral agency audit system. In the course of implementing participatory urban water pricing mechanism, firstly the government should take the initiative to assume supervisory duties, strictly monitor the cost of the water supply provided by the water supply enterprises, supervise and inspect water price, water quality and water supply services, and secondly, water users can protect their legitimate rights and interests through complaints, litigation, administrative review to prevent the system from being vacant.
