This article discusses the farmers'dominant position in the ecological protection, with the main line of protecting farmers'interests and achieving forest ecological benefits. This article includes five parts: the first part introduces the background, purpose, meaning and research trends. The second part discourses the evolution process of main body for ecological protection responsibility, including ecological protection responsibility of the government, other social organizations and individual. Meanwhile, the third part emphasizes the tree cultivator's right guarantee and obligation to protect woodland ecosystems when managing forest. The tree cultivato's right mainly includes democratic rights, like forest land contractual management, information, participation, supervision, ecological compensation claims etc. At the same time, the obligations refer to legal obligations related to ecological protection and realization of the obligations. The fourth part indicates the barriers faced by tree cultivator's based on the conclusion of practice survey data. The tree cultivators are lack of consciousness of rights safeguarding, economic strength and technology. And they are also in a difficult situation caused by inproper contract for managerial right and democratic rights lacking of internal motivation. The fifth part discusses the safeguard mechanism of ecological protection of the dominant position of farmers in the aspect of assuring the right to operate independently, democratic rights and responsibility for ecological protection implementation mechanism and so on. At the end, this article concludes the writing ideas and main points. This article makes the following observations: The realization of forest farmers'ecological responsibility should consider the forest farmers'rights protection mechanisms and the ecological protection performance mechanisms. The independence of farmers'lease-hold rights of woodland should be fully protected .The government should help them realize the economic value of forest resources, and encourage the forest farmers to play an initiative conscious in forestry construction. The protection of farmer's rights should include two aspects of economic interests and democratic political rights. In the aspect of ecological accountability, we can only use market regulation, economic levers and legal means to encourage and guide farmers in forestry protection, and not by administrative means. The three aspects of government guidance, market regulation and the legal protection should interface to achieve models of ecological protection for farmers'ecological responsibility. To this end, forests will be divided into commercial forests and ecology forest, and economic benefits and ecological benefits would be achieved by separation management. In the technical and legal aspect government should improve the level of public services measures. In forest management government should create new model of forestry cooperation, and improve the internal governance of forestry cooperation. In forest resource allocation, forestry resource allocation optimization should be market-oriented.
