Presently, as the deepening of the reformation of China's market economy system, labor relations have undergone profound changes, which brought increasing number of labor disputes with further complex character. The acceleration reforming state-owned enterprises caused more controversial labour dispute, which has become a serious constraint to state-owned enterprise reform, the "bottleneck", and becomes the focus of both employees and employers'concern. to a certain extent, the increase in labor disputes, affected the regular production and operation and the normal life of working families, and even influenced social stability.Central grain reserves is the cornerstone to ensure national food security, plays a fundamental role in the vertical management system of the central grain reserves; the management and business operations itself is of strategic significance to the sustainable and healthy development of enterprises, and harmonious and stable labour relations act as prerequisite of improving enterprise management and operations. This paper takes Sinograin, Jilin as an example to examine how to form scientific, rational system for labour disputes prevention and solution, which is practical to business management and to promote enterprises to improve management systems and management efficiency, in order to bring rapid and healthy development; and this system is hoped to be referenced for other companies to build harmonious labour relations.This paper includes the following main sections:Firstly, this paper briefly overviewed Jilin Sinograin, and described labor dispute of central grain reserves in Jilin; analysis and summary of the characteristics and types of major labor disputes. While, it also analyze the causes of labor disputes, including both the past problem and reasons between enterprises and workers, such as business management was lack of standardization, not sufficient research on the labor dispute, lack of the coordination system for handling labor disputes, employees'increased awareness of protecting rights and workers qualification to be improved. Secondly, it was discussed that Jilin Sinograin to put its focus beforehand when dealing with labor disputes, and to change from dealing with problems to prior management, in order to explore the establishment of an effective system to prevent labor disputes. It was pointed that preventing labor disputes can protect legitimate interests of both companies and employees, also could help with maintaining social stability. The key considerations of labor dispute prevention are: improving internal management system, strengthening management of labor contracts, establishing internal consultation system, promoting collective bargaining system, strengthening staff training, creating harmonious working atmosphere and introduce and enlarge consulting and referencing effect.Lastly, recommendations were made on saluting labour disputes, And labor dispute treatment procedures were designed for Jilin central grain reserves enterprise. Combined with the characteristics of labor disputes, principled were arisen of dealing with labor disputes, and it was discussed that how to apply negotiation and mediation to deal with labor disputes. At last, this paper take a labour dispute as a case that happened in storage A of Jilin central grain reserves, analyzing and summarizing the solution of labor disputes, concluded that Jilin central grain reserves should focus on several key aspects: good daily management, reasonable positioning when dealing with labour disputes; strictly follow the procedures and rules, to avoid the risk of labor disputes and to strengthen legal education of employees to improve the full awareness of the law. This paper researched the prevention and solution system of labor dispute in central grain reserves in Jilin, that enterprises should pay full attention to the labor dispute management, to take necessary measures to reduce labor disputes in order to safeguard the legitimate rights and interests of both enterprises and workers to promote enterprises to establish harmonious and stable labor relations, in order to provide protection for the healthy development of enterprises.
