A Case Study On Establishment Of The Administrative Examination Approval Bureau With Giant Department Reform In Wuhou District, Chengdu

With the rapid economic and social development, local governments at all levels are promoting the innovation of administrative examination approval system and the construction of service-oriented government by establishing Administrative Service Centers. Though there are some achievements, the Administrative Service Center only centralizes administrative examination approval authority in form, which is still a form innovation. The large department reform has been playing an important role in the administrative reform since it implemented in 2008. How to optimize the functions and deepen the reform of administrative examination approval system under the principle of large department reform, this is the difficulty in local administrative reform.This paper researches the problem of the reform and establishment of Administrative Examination Approval Bureau in Wuhou District. It is a cross point between the research of the large department reform and the administrative examination approval system reform, which is an innovation in local administrative examination approval system reform. The reform from Administrative Service Center to Administrative Examination Approval Bureau reflects the evolution process of administrative examination approval system innovation. There is a depth analysis on the typicality of ?wide function, low cost, high efficiency? in this paper, which is the case after the large-department agency reconstruction by literature data analysis and case analysis. This paper reviews the large department reform and the administrative examination approval system reform in theory research and practice search both home and abroad. Government Re-engineering theory, Institutional Change theory, New Public Service theory are the research tools, and government function, administrative costs, examination approval efficiency are the three critical factors in this paper.The reform approach of the establishment of Administrative Examination Approval Bureau in Wuhou District reflects the strong innovative ability of local government. There are three inspirations- firstly, government function is the main basis; secondly, reducing the administrative cost is an important core; thirdly, enhancing the efficiency of the approval is the key purpose. This paper sums up the experience of the reform of District Administrative Examination Approval Bureau in Wuhou District, furthermore, it proposes innovation path of administrative examination approval system for the local governments.
