Since the Greater Departments Reform had been carried out first in China, it had put down its roots in many places and had developed through innovation, among which the administrative reform of the policy on separation among Decision-making, Execution and Supervision in Shenzhen in 2003.City is the most representative of it. As a kind of bold innovation and breakthrough of the Greater Departments Reform, the administrative reform in Shenzhen City has achieved some effects. For example, the reform accelerates the transformation of government functions and improves the efficiency of the corruption controlling of the government in Shenzhen City, etc. However, under the surface of high effects and advantages, there are still difficulties which we need to overcome and shortages which we need to cover, such as low reform progress, incomplete reform of institutions, unreasonable supervision mechanism, unstable reform foundation; defective interrelated stipulated rules, insufficient safeguard for the reform, inadequate interaction between the government and the people, lack of manifestation of idea of good governance etc. Nevertheless, it is rare to see the specialized and in-depth research results from the academia for the administrative reform in Shenzhen City (especially in the coordinated reforms and the internal coordination).The passage holds that, first of all, the comprehensive administrative reform of the policy on separation among Decision-making, Execution and Supervision, Government internal supervision in Shenzhen City is supposed to possess inevitability and necessity of discretion alike. Second, the enhancement of the supervision system lays the foundation of the administrative reform . Third, the administrative reform is well-advised to reinforce the ability to apply the concept of good governance that was focused on the interaction with citizens and the concept of public administration. Fourth, the perfection of supporting laws and regulations ascertains the reform being conducted smoothly. The last but not the least one, improving the inherent coordination accumulates human resource and heightens the morale of folks for the reform. Hence the writer exerts himself in these five specific perspectives, yearning for offering suggestions for the administrative reform of the policy on separation among Decision-making, Execution and Supervision, Government internal supervision in Shenzhen City in depth. Therefore, the writer puts forward several bold advises, such as to perfect the seceding system of civil servant, to establish and improve incorruption deposit system, to constitute and enhance provisions of administrative procedures, to found an inherent coordination center, to set up and boost the argumentative style system of hearings and so forth.This passage adopts many researching methods for illustration, including Document analysis, Empirical research method, Inductive deductive method etc. Firstly, it developes a discussion on the theory conception, content and practice exploration of the administrative reform of the policy on separation among Decision-making, Execution and Supervision.
