With the development of society and economy and the improvement of farmers' democratic consciousness, legal consciousness enhancement, during actual operation village committee elections appeared in a series of problems in our country, such as the election procedures chaos, election litigation relief imperfect system, weak supervision of election, the harmful effects of families thought. As a product of the urbanization, due to "village inside city" special location, economic development level is good so on, and generally villages organization have obvious differences: first, the economic conditions is different; second, personnel structure is different; third, political participation enthusiasm is different; fourth, manage contents is different. The particularity of "village inside city" leads to its fragmentary in committee election process, on the one hand, the emergence of new problems, such as lack of floating population's voting rights, bribery serious, black evil forces intervene, etc; on the other hand ,the old problems, such as the highlight of the election process intensification of disorder. New and old problems intervention the "village inside city" committee election, more serious violated "village inside city" democratic elections of rights, residents of democracy at the grass-roots level hampering the development in China.Oct 28th 2010 passed the revised organization law of villagers committee, the new law perfected the village committee election, recall procedures, democratic supervision system, etc, to perfect the villager autonomy system, the development of rural grass-roots'democracy has an important effect However, compared with "village inside city" the present situation of villages committee elections for the perfection of the election rules can't effective solve the problems existing in the election, and as the new law its implementation effect still needs further observation.This thesis select "village inside city" as the research object, first introduces the concept of village committee elections, explore the value of village committee elections. On this basis, combining the problems which appeared in the process of village committee elections in "village inside city" analyzed. "Village inside city" as the rural social intentions of breakthrough urban-rural dual structure transition to the city of self-cultural foothold in formation, the social problems in the village election are universality and specificity. Using committee election, politics, sociology and related theory analysis these questions, find the root of the problem lies. Finally "suit the remedy to the case", puts forward corresponding measures to solve the problem and suggestion system a special electoral law of the villagers committees, village in order to thoroughly solve the problems appeared in the election. According to law, politics, sociology related theory, analyse problems appeared in the course of "village inside city" election from the legislation, administrative, economic, culture, system five aspectsThe fifth part countermeasures which is to perfect the "village inside city" electoral system. This section on the basis of the third and fourth part, preliminary discuss how to solve the problems existing in the "village inside city" committee election , mainly from the perfect legislation and rationalize system two aspects puts forward suggestions of countermeasures for "village inside city" electoral system.
