Research On Difficulties And Solutions Of Villagers' Self-Governance For Wuhan "Villages Inside Cities"

With improvement of economic development, in China, the process of urbanization is unceasingly accelerated, cities are continuously expanded, and traditional villages are gradually surrounded by cities, becoming “villages inside cities”. Different from traditional villages, “village inside city” show new features in terms of politics, economy, culture and social environment. Conversion from traditional self-governance of villagers into community governance of urban residents gets traditional self-governance of villagers into difficulties: subjects of self-governance are incomplete, have faint legal consciousness, and are facing cultural and interest conflicts; self-governance organizations are unsound, incapable, political trending, and corruptible; self-governance laws are old-fashionedand non-specific,in practice,laws have difficulties to targeted to solve problems; and “Four Democracies” in the self-governance system are difficult to be implemented, and have low efficiency.Research on difficulties of villagers' self-governance in “village inside city” and finding solutions to them are for facilitating development of villagers' self-governance in “village inside city”, and are also the realistic request for building a harmonious “village inside city”, and bringing down conflicts in the “village inside city”.Quantity of “villages inside cities” in Wuhan tops the China list. Difficulties of villagers' self-governance in “village inside city” in Wuhan are those in China in miniature. By taking “villages inside cities” in Wuhan as the research object, the dissertation starts from current situation of Wuhan “villages inside cities”, and adopts methods of documentation analysis, comparison and empirical analysis to analyze difficulties of villagers' self-governance in Wuhan “villages inside cities” and their causes,then put forward the corresponding countermeasures. Research have shown that the difficulties of villagers' self-governance in “village inside city” mainly from subjects, organizations and laws of villagers' self-governance. Specifically, villagers are frequently moved in and out; reinserted and actual villages are separated; educational level of villagers is generally not high; and villagers concerns little about their self-governance. Members of villagers' self-governance organization are unqualified, incapable and political trending upon intervention and influence of government. Laws of villagers' self-governance are old-fashioned, pointless and non-feasible. And external social force has intervention in operating effectiveness of villagers' self-governance. Thereforit is necessary to take measures to implement the scientific and normalized of self-governance in “village inside city” as follow aspects, building compete subjects of self-governance and improving their ability of political participation; improving villagers' self-governance organizations and continuously sprucing “two village committees” up; consummating self-governance laws and regulations and managing village affairs according to laws; and grasping key parts to increase operating efficiency of self-governance system. These suggestions are applicable to current development situation of Wuhan “villages inside cities”, and can also be used by other cities in China as a reference for self-governance system's development in their “villages inside cities”.
