With the disintegration of the Soviet Union, the Cold War came to an end in the end of 1991. Russia inherited the Soviet Union's international legacies, The Soviet Union-U.S. relations have been replaced by Russia-U.S. relations. The U.S. becomes the unique superpower, Russia becomes "one big power" from the former "one superpower ". Although the national strength of Russia declines, it remains an important member of the "one superpower and multi strong powers" structure as its super military strength and developing potentialities. So Russia-U.S. relations are still one of the most important bilateral relations in the current world. The passage, with the clue of development of Russia-U.S. relations, studies the basic characters of Russia-U.S. relations after the end of the Cold War, it also analyses deeply about its own factors which affect Russia-U.S. relations. In the end, it predicates the future development of Russia-U.S. relations.The first part: the evolvement of Russia-U.S. relations after the end of the Cold War. After the end of the Cold War, the development of Russia-U.S. relations experienced third period: a short "honeymoon'\ cooperation mingled conflict and confrontation and compromise at the end of the century. The main trend is from intimate to estranged, from hot to cold, that is from the first short "honeymoon" to the later increases of disagreement and conflict, especially the Kosovo War and Chechen Crisis in 1999, which caused Russia-U.S. relations declined to the lowest point during the end of the Cold War. Although the "9.11" incident in 2001 alleviated Russia-U.S. relations in some way, it can't change the main trend.The second part: the characteristic of Russia-U.S. relations after the end of the Cold War. After the end of the Cold War, the development of Russia-U.S.relations presents many characteristics: First, Russia-U.S. relations based on national interest are a kind of unequal "partner relations". The wide gap between Russia and U.S. in economic and strength has determined that they can't be equal actually. Secondly, the American strategic intention and strategic target are disagreed. The U.S. tries to make Russia its fellow country, prevent it from rising again, and realize its wish, that is becoming the unique power in the world. While Russia tries its best to recover its national strength to establish its big power status, seeks to build equal partner relations with the U.S., becomes an important member of the future "multi-polar structure". Thirdly, the strategic situation will last years. The aggressive U.S. is stronger than the defensive Russia. Fourthly, the current Russia-U.S. relations are mainly cooperation and compromise, but conflicts and struggles increase rapidly. The difference in national interest and strategic target between Russia and the U.S. determines that they can't mingle with each other. Conflicts and struggles are unavoidable, but they also need cooperation and compromise in a degree.The thirdly part: the factors that affect Russia-U.S. relations. The reason that Russia-U.S. relations changed from hot to cold is from theirs own interest and strategic need. Although it is influenced by the "one superpower and multi strong powers" international structure and big powers such as China, Japan and India. From Russia side, there are the main factors that influence Russia-U.S. relations, such as the change of its own political situation % the upsurge of Big Russiaism and anti-U.S. emotion and the deterioration of its surrounding security circumstance. From the U.S. side, there are main factors that influence Russia-U.S. relations, such as American domestic politics, American Cold War thought and American global strategy. In addition, the serious divergence in some concrete problems such as NATO expansion to the East, Chechen, NMD etc.The final part: the prediction of the future Russia-U.S. relations.
