With the changes of the international situation after Cold War, Japan and North Korea wanted to improve the bilateral relations each other and made normalization. The process of the bilateral relations seemed to be ups and downs because of some of the specific controversial issues. If Japan could not make the specific promises on the economic aid and the history of the war of aggression to North Korea, it would not gain the forgiveness and the cooperation of North Korea. On the other hand, if North Korea could not give the positive attitude on solving the "Kidnapping" and the "Nuclear Weapons", it would not break the deadlock of the negotiations of the bilateral normalizing relations. The parameter of the Japan-North Korean relations depends on American Northeast Asia strategy, that services to American global strategy.The article attempts to analyze the situation and the influence factors of Japan-North Korean relations in Post-Cold War, and try to analyze the development tendency in the future.
