Thus, investigating official think tanks which grow up under China's political culture and a special decision-making system on how to participate in government decision-making and investigating the mechanism of its influence government decision-making are important to the basis of policy decision-making and the practice of a scientific and democratic decision-making.The paper starts with the relevent concepts of think tanks and introduces the development course of official think tanks. It focus on deeply studying mechanisms of government decision-making, proposing the policy networks and knowledge utilization are decisive factors in influencing the decision-making.Then,it investigates the main problems of decision-making and explores causes of them in detail. Finally, it putts forward ways to solving problems according to those causes.
