Think tanks have great importance in decision making of government, and they are very helpful to scientization, democratization of the government decision making. Contrary to American think tanks, think tanks in China develop a little slow. Therefore, study the problems that think tanks face in the process of advisory, and take effective measures to enhance the quality of researches of think tanks have remarkable significance.First, this essay defines the correlative definitions of think tanks, introduces the histories and the sort of Chinese think tanks .Next, the essay analyses the environment that think tanks depend on and the methods by which think tanks participate in decision-making, studies the main problems of think tanks in advisory, and discusses the reasons of these problems.
