The Research On The Dilemma And Countermeasures Of Private Think Tanks Involved In Government Decision-making Process

Private think-tanks has a very important role in the government decision-making system, It can greatly promote the scientific and democratic of decision-making system. Due to the multiple historical and practical reasons, the development of civil private think-tanks is lagging behind the practical needs of society. In government decision-making system, the degree of participation of civil think-tanks is relatively low, and its development is faced with many difficulties. Therefore, in-depth analysis the dilemmas and causes of the private think-tanks involved in government decision-making, learn the advanced experience and operational mechanism of the think-tanks in western countries, explore how to effectively participate in government decision-making, is not only of theoretical significances, but also has important practical significances.The paper starts from the definition of the concept of private think-tanks,analyzed the salient features of them. At the same time, analyzed the necessity of private think-tanks involved in government decision-making with some related theories like Pluralism Theory, Elite Theory and Policy Legalization. On this basis,the paper summed up the history of civil private think-tanks from the creation to the rapid development. And analyzes the dilemmas and reasons they faced in decision-making system like awareness constraint; organizational crisis of legitimacy;exclusion of the mechanism; financing difficult; lack of personnel and influence. In response to these difficulties and problems, on the basis of deep analysis of the US think tanks' advanced experiences, the paper proposed some strategies and countermeasures to increase the participation in decision-making and promote the further development of the private think-tanks.The author attempts to comprehensive analysis the present situation of civil private think-tanks and the dilemmas they faced, and seek the way forward for them through comparative analysis, in order to contribute the modest force to the development private think-tanks.
