Currently, developing E-government is a big trend and inevitable result for governments worldwide as they develop deep into functional alternation, accelerate the innovation of management mode, and strive to build public service-oriented government. The primary purpose of this paper is to clarify the outstanding problems and constraints common during the development and practice of E-government, to reveal various factors and causes that have an impact on the development of E-government and clearly set out the nature of e-government to apprehend the key points of E-government construction. Otherwise, accelerating short-term objectives and measure arrangements, offering more targeted and workable opinions and suggestions to practical work are also elaborated in this paper.In order to enhance the level of e-government construction comprehensively, we must grasp the essential requirements of new public management principles and the changing rules and characteristics of government management mode in this cyberized society. We must take the points of conforming to the latest changes of economic and social development, meeting the public's latest demand for government services, promoting the innovation of government management mode and enhancing the level of public services as the fundamental objectives and priorities.This paper focuses on E-government theory. It analyses the conception of E-government and the interactive relationship between E-government and government management. In addition, it introduces the basic situation of China's e-government currently. Furthermore, on this basis, the paper also makes a preliminary statement on strategies of e-government with the help of public administration theory. The first one is about the countermeasures of E-government construction and management itself. The second is innovative strategies of government management. This paper will still take Nanjing as an example, which analyses the basic conditions and main issues of Nanjing, E-government and proposes suggestions to the development of Nanjing's E-government.
