Problems And Countermeasure Studies Of Electronic Government Affairs In Promoting China's Nomocracy Government Construction

Since the 18th CPC National Congress,General Secretary Xi Jinping has given several speeches on many important meetings,which intends to emphasize on building the rule of law in China and promoting its importance on national management and social stability.The rule of law is an important guarantee for national peace,stability and development as well as an important means for ruling class of governing the country.We should also strive to balance the relation between the three as to the country,the government and the society ruled by law and enhance integrated construction of the three while comprehensively promoting the administration of the country and administration according to law.This meets the need for new demand to the construction of government ruled by law in China.The 18th CPC National Congress proposed to take the basically completed establishment of the government ruled by law as an important goal of building a moderately prosperous society by 2020,which means it's difficult to guarantee completion of a comprehensive well-off society without the basic completion of the government ruled by law.While vigorously promoting the construction of government ruled by law,as an emerging government operation mode,E-government in China has a significant impact on the government organization,public service,public administration and public participation and reflects the increasingly important role in the process of promoting the construction of the government ruled by law after nearly ten years of development.On the other hand,the construction of the government ruled by law also made a higher demand for E-government.This paper mainly focus on the problems and their countermeasures of E-government in promoting the construction of the government ruled by law,and then put forward some suggestions to improve the function of E-government,presents to advance the construction of government ruled by law more strongly and accelerate its construction process by means of E-government.This paper is mainly based on the role of E-government in promoting the construction of government ruled by law.The paper first expounded and summarized the concept of the rule of law in our government and the current situation of the construction of the government under the rule of law,and the implementation of the concept and development status of e-government and other aspects of the strategy are summarized,find out the relation between the rule of law government and e-government two,accurate positioning of e-government to promote the function of the government by law.Secondly,based on the literature review and research data,to promote the construction of E-government of government under the rule of law in the analysis of deficiencies exist in the e-government to promote the rule of the government in the process of construction and to improve the.Finally,to solve these problems to find solutions.
