Shanghai Public Security Authorities Of The Police Job Classification

Since China's reform and opening up, especially since the 16th National Congress of CPC, China has made constant explorations in terms of the organization management and police force management and made every effort to improve the professionalism level of police force, in a bid to forge a police force especially able to bear hardship and with quite strong fighting capacity. In November 2006, the State Council of China promulgated Organic Administration Regulation of Public Security Organs, which as administrative regulation for an overall standard organic administration of a functional department of people's government. As an important landmark of scientific, regular and legal public security force administration, the administrative regulation has practical and historic significance for the public security organs to fully implement the Central Committee of CPC's policy of "establishing police force with firm political faith and strictly administrating police force according to laws", ensure the standard building level and law enforcement level of the public security force, and strengthen and improve the public security work at a new stage.The writer analyzes and studies in the article the current post classification of the police organs under the background that Shanghai Public Security Bureau conducted post classification to the police officers in law enforcement and service organs in the wake of the issuance of Organic Administration Regulation of Public Security Organs. On the basis of a macroeconomic study on the police officer post classification of Shanghai public security organs, Luwan Public Security Bureau is analyzed as an individual case. The writer carefully looks for the shortcomings and problems of post classification under this mode, explores the reasons and background for these problems, and studies and proposes possible solutions and means to these problems.The paper chiefly includes five sections. In the first section, the writer chiefly discusses the purpose and significance of the study, defines relevant concepts on police officer post classification and sets forth relevant concepts on post classification theory and basic methods of post classification. The writer summarizes the status of the study on post classification both at home and abroad and introduces the study methodology and framework adopted. In the second section, the writer introduces the profile of the public security organ as well as the history, background and status of their post classification. Luwan Public Security Bureau is exampled, with some specifications introduced. In the third section, the writer analyzes the existing problems in the current post classification of Shanghai Public Security Bureau, studies the major reasons behind these problems and introduces the status of these problems with Luwan Public Security Bureau as an example. In the fourth part, the writer introduces the methods, characteristics and major advantages of police force post classification both at home and abroad and summarizes the domestic and foreign experiences and methods available for our reference and learning. In the fifth part, the writer puts forwards with solutions for major problems on the basis of the introduction above, with the advantages of relevant schemes comparatively elaborated and the overall solution of relevant problems assumed.This article aims to study the problems in the police officer post classification of Shanghai public security organs, give the short-and long-term solutions on the organic administration and HR management of Shanghai public security organs, and finally promote the overall modernization and professionalism of the police forces of Shanghai public security organs.
