As a kind of human resource administration system, position classification is the basic of scientific management and is carried on as the basis of public service administration in many countries. In recent years, the system is more and more scientific for the benefit of innovation.On the basis of analyzing and referring to the foreign police organs administration experience and on the backgrounds of implementing the position responsibility system and civil servant system, position classification management in public security bureau is established to meet the needs of establishment of the modern policing system. The main content of the position classification management in public security bureau is to try out the officer position responsibility system and civil servant system. By classifying the position of executing laws and unexecuting laws, the position classification management in public security bureau quantitatively analyzes and classifiably manages various assignments and responsibilities of different kinds of police, units, and positions. The position classification management develops the stimulative and competitive system, raises the efficiency and quality of the job. It is a virtual discuss and successful attempt for police resource management reform, it is the innovation of the public security organs for police resource management, and it provides valuable practical experience for policing reform.Taking Xuhui Public Security bureau as an example, the article describe the innovative model implementation background and status in quo of the position classification and clarifies the methods, process, effects, and problems of the position classification management, on the basis of which the article discusses how to establish a scientific, reasonable, and feasible position classification management model and system, and seeks various proper position stimulative systems fitting with different kinds of position levels. Further on, the article analyzes the police resource administration model, make suggestions for further developing the position classification management model from the view of position classification, police resource allocation and flowing system, performance evaluation system, stimulative system, police assistant system, and police career planning.
