Science–technology has increasingly became the important supporting tool of politics in the contemporary society, science–technology and power form a mutually reinforcing tension in the realistic political framework.Modern political system contains three basic elements: citizen, party and public power. And party is in the middle position of citizen and public power, which is a link between them. Party represents that people control the state of public power, it is a tool citizen using of public power."Citizen - party - public power", from this political framework it can be clearly seen the relationship between party and public power: after integrating the political opinions from citizen, the party makes policies for the government to carry out, so as to achieve the management of nation and people. The relationship between the ruling party and public power is ubiquitous, but there is a clear line between them. Party,as the soul of the political system, run through the back of political operation system, and controll the whole political operation rather than emerging in the government's action directly. The CPC led the people to make the constitution and relevant laws, and then take the party's line, principles and policies rise to national laws and policies through the party's state power. Look at the whole country's political action from macroscopy, the ruling party will rise to the country's will by legal procedures, through formulating the policies and principles in according with party ideology to guide a country's policies direction, and recommend leaders to government through NPC, furthermore, establish party groups in all levels of government to supervise specific administrative affairs.As the latest application of science–technology in the party affairs, the emergence of electronic party affairs has revealed the power of science–technology in many respects. In the modern political concept, the ruling party is a link between public and public power, and representing the citizens using of the public power. Compared to the conventional party affairs, the electronic party affairs armed with modern science–technology have increased the capacity and efficiency of governance, demonstrating the role of public power. The process of the ruling party operate public power fully reflects the interaction of science–technology and power: on the one hand, the science–technology optimizes the operation of public power, and it plays an important role in democratic power, civil liberties, work efficiency, the supervision of public opinion and the construction of social morality. On the other hand, nations (the ruling party) use the power to broaden the application scopes of science–technology, the effects of science–technology not only reflects in social production and life, but also gradually expand to political field, and lead science–technology to fully express its value.In building a harmonious society in China today, electronic party will play an increasingly bigger role. China's electronic party affairs is at the initial stage, so it is not perfect in all aspects, we ought to explore and perfect positively in working concept, efficiency, democratic consciousness and power restriction. In today's socialist construction, there still exists the phenomenon of power alienation. The electronic party should play its unique function and advantages to stipulate the operation of public power and improve the ability of ruling party to provide a platform for the creation of modern political party.
