On The Current Grass-roots Petition Problems And Countermeasures

Since China's reform and opening up, there has been rapid economic, political, and cultural development. China has undergone great changes in her economic system, social structure, and profound adjustments in interest pattern of different social groups, which makes social relations more complex. Currently, the conflicts between people's growing material and cultural needs and the development of social productive forces, have become the principal contradiction in the new period, as a result, a number of social problems will exist in a fairly long period of time, these problems will continuously reflect out through variety of channels such as letters. Issues emerged under this background have become very special social problems. Grassroots is the birthplace that fosters grassroots activities.To construct a socialist harmonious society has not only become a core objective to reinforce ruling capacity of the Communist Party of China, but also reflected the general requirements and shared aspirations of the masses. Building a harmonious socialist society requires proper settlement of contradictions among the people, sound coordination of the interests of all sectors of society, and continuously promoting social equity and justice, in order to achieve the socialist democratic system of Chinese characteristics. As an important aspect of building a harmonious society, petition activities mirror working style of cadres, and are the comprehensive reflection of the social security situation, which directly affects the party-masses relations and economic and social development as well. The effectiveness of New Age petition work is vital to comprehensively implementing the scientific concept of development, developing socialist democracy and safeguarding people's legitimate rights and interests, communicating with the masses, listening to the voice of the people, and resolving contradictions among the people, building a harmonious society. The study starts with the revision of the basic meaning, function, and development history of grass-roots petition, and focuses on analysis of the design and requirements of the petition system; in conjunction with current status of grass-roots petition work in China and its causes, to suggest a few possible ways to improve the effectiveness of grass-roots petition work, in addition, the study is aimed to provide a theoretical support and guidance for carrying out the work of China's grass-roots petition.
