Study On The Function Of Social Assistance By HIV Infector Organizations In Northeast Areas

With the development of civil society, civil organizations have emerged as a spring rise of social forces. In addition, driven by the background of "globalization", civil organizations have also risen in a wide range of China. Social assistance system is the indispensable part of the modern social security system, which plays a basically important role. At present, there are still a large-scale vulnerable groups of society in our country, with their exuberant vitality and distinctive attributes, civil society organizations have many functional advantages in the social assistance system of the vulnerable groups, such as closing to the grass-roots level, flexible services, intermediary communication, extensive fund-raising and so on.Also they show an outstanding relief function in women and children, migrant workers, persons with disabilities and other typically vulnerable groups of society. In this paper, taking the HIV infector organizations as an example, we study the relief function on the HIV infector, in order to explore new resource for the social security system.Resources are the key elements of social assistance. For this reason, based on the welfare pluralism, we analysis the Resource advantages of the civil organizations in the social assistance, and provide a theoretical and practical support on function of social assistance. At present, the problems of social assistance in our country are the lack of social welfare resources and inadequate assistance system. Especially, in social assistance of the marginalized groups, the government is not convenient to intervene directly. However, on the edge of the crowd's relief, in terms of ethical reasoning, social justice, community outreach, or the needs of society as a whole, have an obligation to take part in all of humanity. All the people have an obligation to assistant the marginalized groups,in terms of ethical, social justice, or the needs of society development. HIV infector organization is one of the more active the civil organizations. Taking the assistance of HIV infector groups as an example, the article analysis the superiority and feasibility of social assistance in order to provide the basis of the theory and reality in improving social assistance system and enriching social security resource as well as creating a favorable environment. For the development of civil society organizations in our country, by study the contents, methods, characteristics, effects of the assistance.
