Currently, during the process of governmental function transformation, the pattern of "Small Government, Big Society" is gradually taking shape, with increasing diversifications of social management and public service subjects as well as separate working and joint management of the government and society becoming an objective tendency of social development. In the report of Party's Seventeenth Congress, General Secretary Hu Jintao pointed out "supporting labor union, communalist youth league and women's federation and such groups to participate in social managements and public services in accordance with laws and their own regulations, thus maintaining the legitimate rights of the masses." This report raised new and higher demands for women's federation to perform its functions, which supplied opportunities and enhanced space for women's federation to further get involved in social managements and public services.The paper has analyzed the status quo and limitations of Women's Federation in social management based on the participation activities of Women's Federation in social management research, and the advantages and disadvantages of Women's Federation as well as its opportunities and challenges that may be faced in the participation of social management, with corresponding improvement measures provided. Through the analysis on the conditions and environmental factors of Women's Federation in social management, the paper points out countermeasures for Women's Federation in the participation of social management by aiming at its advantages and challenges, and proposes a method for Women's Federation to seize opportunities and expand workspace under the new social management framework, which could finally strengthen the abilities and skills of Women's Federation in social management. The study suggests that the advantages of Women's Federation in social management lie in its peculiar political advantages, advantages in association with women, complete organization and network advantages and rich resources. To the contrary, the disadvantages of Women's Federation is associated with its lack of clear position in social management, and its participation method needs to be further improved, with its role in organization network to be enhanced and the abilities of women cadres to be strengthened. The external opportunities of Women's Federation in social management lie in the fact that the change of government functions expand the workspace of Women's Federation, the development of socialist democracy provides a good political environment, the harmonious social construction provides a stage for functional display while the need of women and children provides new requirements for the work of Women's Federation. As to the challenges that may be faced by Women's Federation in its participation of social management, they include the challenges caused by the differentiation of Women's interest groups, challenges of dual roles of Women's Federation as well as the challenges from women employment pressure and the diversity of women organizations. Therefore, the paper puts forward a conclusion that we should improve the status quo of Women's Federation in social management from four aspects such as the accurate alignment of participation position, integration of various social resources, innovation of working mechanism and the improvement of self-construction.
