Research Constraints Of Social Assistance Non-governmental Charitable Organizations

As a system arrangement to promote social harmony development, social assistance is an important part of the social security system in China. Although both the state and society need to take responsibility in this system, the government often plays a leading role in the social assistance. Since the China’s reform and opening-up policies launched, the pattern of "strong country, weak society" has been gradually broken under the background of our government’s functional changes and the rise of civil society. In the meantime, the philanthropy, as a supplement of the social security, has made great progress in the field of social assistance. The number of the charity organization has increased rapidly and the scale of the organization also expands unceasingly. Due to an intrinsic defect in the official charity and the folk character of the charity, the folk charity is no doubt the future of our country’s philanthropy development. And the folk charity, which is close to the grassroots and understands the needs of society, is playing an increasingly important role in the field of social assistance. So it means a lot to fully tap into the space of folk charity development and explore the potential of the folk charity in the social assistance.In this paper, we use the literature research and empirical research method to analyze the problems of our country folk charity in the process of social assistance on the basis of the theory of social capital theory, civil society and government/market failure theory. According to field survey and the interview data, we will run an extended analysis of the problem from two aspects:its own capacity building and the external environment, which includes the internal human resources issues, the capital operation problems, the internal governance issues, credibility problems, and the imperfect laws and regulations, the constraints of the double management system identity and the development level of the civil society issues, and make some useful suggestions accordingly.
