Emission trading system as economic and legal system to resolving the environmental problems, has gradually become the choice of many countries in the world, especially in some developed countries, the research on emission trading was plentiful, and had a profound theoretical and practical significance. However, after introduced these theories, we found that it's may not be fit for our country. China is the country which has large population, vast territory and complicated interests, the government agencies, environmental protection departments, enterprise and residents in the emission trading system. Coordinate the main difference between these interests is not only to smooth the development of the emission trading, but also to suit the carbon and the circular economy, to achieve the goals of the sustainable development.In this background, study the main interests for the first time, aimed at the implementation of some exist problems in emission trading system, like the process of distribution, trading and other issues, From the perspective of the main interests and propose solutions .In this paper, adhering to the theory and practice, there are two subjects in emission trading system , the transaction and the participant,cause and performance Analysis. Finally, seek the paths to balance the conflict of interest totally and definitely. Main content as follows:The first part bringing out the subject, the meaning, the current situation and the contents in this paper;The second part classifying the subject in two parts, the transaction and the participant;The third part combining theory and practice of emission trading system, cause and performance Analysis;The fourth part considering the value of keeping the balance in the three groups from the social, environmental and economic;The last part Basing on the above analysis, seeking the paths to balance the conflict of interest totally and definitely.
