With the rapid development of China's urbanization, the demand for land is more and more large, the only way is to collective land continuously to satisfy the demand for China's urbanization. But because the current land expropriation system is formed in the planned economy period, so it cannot meet the requirement of market economy. As a land deal, the government is an important subject in the process. It holds the right of ownership and expropriation for the land. some local governments scale urban demolitions and construction to attract foreign investment.The local government abuse administrative power for benefit drive, not only gravely deviates from the value orientation of public interests, but also harm the interests of the masses. Therefore, the thesis mainly research the responsibility of the government In the process of land acquisition. This paper first briefly discusses the theory of land requisition and government function. Then the paper analysis the failure of our government in our land acquisition process and its impact, in order to identify the reasons for the current failure of our government, this article also analysis the land requisition system of developed countries and regions, some of their successful experience worth learning. Finally, this article put forward suggestions from a broader view, for the behavior, the government should have in land requisition process. The first is to define "public interest purposes", development the land requisition system to adapt to the market economy, then strictly regulate the exercise of tgovernment power, establish and perfect social security system to land-lost farmers. At the same time, we should strengthen the supervision system of land requisition.
