| Since 1987, our country stated publishing the lottery ticket for the first time, it has contributed a lot to social public enterprise of socialism. At the same time, being lack of Lottery law, added unsuitable supervising system and marketing mode with bad social public fund distribution, our Lottery tickets industry faces different kinds of serious problems. So it is necessary to study the actual supervision system. The paper was based on the investigating retailing shop, summarized interrelated provisions and other regulations about lottery ticket in china systematically and analyzed their institutional deficiency. Meanwhile, the paper introduced interrelated institutions about marketing mode, supervising system, social public fund distribution by the way of comparative study, and gave some suggestion on the problem above, other more giving some feasible proposals on enacting Lottery ticket law. The main points of the view in the paper were as follows: Firstly, I defined lottery ticket as a kind of security tickets which the country licenses market body to operate in order to support social public enterprise, people can choose or buy it freely and win a prize in lottery according to the regulations beforehand. This definition lays a base for setting up state-owned company. Secondly, enacting lottery ticket law in time and perfecting interrelated provisions. Thirdly, as to the actual marketing mode, I suggest setting up two state-owned companies within the country which operate Numbers games, Lotto, Competes guessing lottery tickets respectively, Setting up two companies within a province which operate Drawgames and Instant Games respectively. Fourthly, Setting up a uniform supervising commission. Dispatching commissioners to the lottery companies as sole director. Fifthly, as to the social public funds distribution, I suggest setting up unattached distribution commission subject to Ministry of Finance in charge of social public funds distribution.
