The Empirical Analysis On The Normalization Of Government Regulations Cleanup

The law's cleanup is a special work, which refers to the certain government institution authorized by the law review some documents of laws and regulations by certain skills and to develop the laws and regulations by some means (i.e. to keep to amend or to repeal). Among these documents of laws and regulations, the government administrative regulations are an important component. Last year (2010), the general office of the State Council issued the Notice on the problems in the regulations cleanup (No.[2010]28), in which State Council instructs to review all the effective regulations. At that time, the Shanxi provincial government attached great significance to this work and established the special term to handle it.Throughout the process of Shanxi provincial government regulations cleanup, the author has done work personally. Through carefully study, empirical analysis and continuous exploration, the author pointed the difficulties and problems, finally presented the corresponding countermeasures.This thesis consists of three parts.The first part is about the work of the Shanxi provincial government regulations cleanup and empirical analysis of it. The procedure is beginning with the broad background of the cleanup work in China, and then proceeded with the special background of Shanxi province government's cleanup work, the last is the process of Shanxi provincial government's cleanup work.The second part is to analyze the problems and search their causes. Though the practical study in the Shanxi provincial government regulations cleanup, some severe problems ware found, and traced the problems, the original causes ware Clare.The third part is on the long-effect countermeasures. Though the analysis of the above two parts, the author concludes the corresponding countermeasures, hoping to improve the regulations cleanup.
