In recent years, various emergency events happened frequently, such as natural disasters, accidents, public health events and so on, which has brought great harm to the society.How to deal with these crises effectively has brought more and more attention. In today's trend of building civil society, public crisis governance requires government, business, non-governmental organization and citizens to participate in the process, which NGOs and volunteers are important forces in the process. In 2008, "5 ? 12" When Chuan earthquake disaster, a large number of non-governmental organizations and volunteers debut in an unprecedented gesture. They played a huge role in the disaster relief, and become an important manifestation of the Chinese National Cohesion, their performance won community recognition. But when we see the active role volunteers and the NGOs played, we should not overlook the problems they have in emergency services, making the effect of voluntary service not so good. Thus, we take When Chuan Earthquake as an example, analyzing the voluntary participation problem in public crisis governance, and the cause of the problem, in hoping that we could solve the voluntary participation problem, and maximize the role of voluntary service.There are five parts in this paper: the first part mainly introduces the background and significance, the research status, the ideas and methods, the innovation and the weaknesses of this paper. The second part defined the core concept, and described the relevant theoretical basis . The third part summarized the voluntary participation problem happened in When Chuan earthquake, generalized the general voluntary participation performance of public crisis governance. The fourth part, take Japan's Kobe earthquake and Hurricane Katrina the United States as an example, summarizing the useful experience of their Voluntary participation of public crisis. The fifth part, proposed solutions to our volunteer participation problem in public crisis governance.
