With the rapid development of the world economy, the ecological resources seriously damaged, ecological crisis increasingly prominent. Ecological security problem has become the global problems, this concerns every one country, even every man. Russia in ecological safety legislation aspects as target with the trend of globalization, actively promote the process of ecological safety legislation with Russia, as well as in China, are in social transformation period, political or social system and there are many similarities. This paper mainly introduces the ecological security through the analysis of the basic theory of Russia, the development of ecological safety legislation traces of Russian summarizing, ecological safety of legislation and introduces the basic content and evaluation, finally through the above content and compare our ecological safety legislation, summarized the legislation in ecological safety in China and the deficiency of the reference place shall be the conclusion.
