Grid Enterprises On Civil Liability

The electric power is the important energy which is necessary for the national economy development and people's daily life. The lawful management of Gird enterprise is closely related to the national economy and the people's livelihood. It is also related to stability of the society and economic development. In recent years, as the gradual reformation of electricity system and the continuous progressing of the legal system in China, grid enterprise has involved in many kinds of civil disputes, not only the increasing expenditure but the wide effect. Huge non-productive expenditure has brought a heavy financial burden to the grid enterprise. It affects grid's normal operating and sustainable development to some extent and has become a serious issue bothering the grid enterprise.In this case, besides the basic theory of grid's civil liability this paper summarizes the main civil liability issues of grid enterprise in practice, and analyzes two major issues referring to the problem of personal injury compensation caused by high-voltage electric shock in tort liability and the problems exposed in the process of urging the citizens to pay the electricity bill in breach of contract systematically and comprehensively. It also presents the specific preventive measures and solutions to the two issues. This paper aims to act an active role in improving the ability of operating the grid enterprise lawfully and anticipating the legal risks.
