As an important carrier of public welfare services provided by government agencies,public institutions are widely distributed in the fields of culture,education,health,science and technology,and play an important role in economic and social development.Since the reform and opening-up,the central and local governments have been actively exploring and promoting the reform of public institutions in the light of the reform of government institutions and the transformation of their functions,and have achieved some results.But on the whole,the reform of public institution in our country still lags behind the reform of economic system.The establishment of the performance appraisal system is an important part of the reform of public institutions and an important measure to strengthen the supervision of public institutions.Taking the author's own practice in S public institution as an example,this paper gives an interview to some of the subjects of S public institution performance appraisal through the understanding and understanding of the background,process and effect of S public institution performance appraisal,based on the relevant theories and methods of performance appraisal,the following problems are found in performance appraisal of S public institution: First,there are some misunderstandings in the overall understanding of performance appraisal;Second,the assessment indicators are not comprehensive enough,not well integrated with higher assessment policy;third,the proportion of the assessment indicators is not reasonable enough,easy to show a fair situation;Fourth,the quantification process of democratic evaluation needs to be optimized,the tedious evaluation is easy to play a counter-effect,fifth,the incentive effect is not obvious,the performance appraisal guidance is not prominent.In the light of the main problems found,combined with the true reflection of the interviewees,the causes of the problems are analyzed,and combined with the actual situation of S public institution,the general will of the staff and the ultimate goal of implementing the performance appraisal,this paper puts forward some personal suggestions on the optimization of S public institution performance evaluation index system,so as to realize the optimization of S public institution performance evaluation index system,and even to promote the construction of performance evaluation index system of public institutions as a whole,we will encourage public institutions to turn external pressures into internal forces,continuously improve their internal management mechanisms,stimulate the vitality and vitality of their development,improve their work efficiency and service level,and meet the public welfare needs.
