| Panel data began to appear in the early 1960s, and is widely used in many research areas, among with economics, finance, politics, social science and other fields. Panel data research in the application of policy science, is a breakthrough and innovation which economics research methods use in the field of policy science research, and it promote the development of the public policy analysis in a certain extent. Only building qualitative research and quantitative research combined with the direction of the orientation of public policy analysis, can make the formulation and implementation of public policy more scientific and normative. Panel data, as a new method of quantitative research, it has two unique advantages combined with cross section data and time series data:first, it can control the individual heterogeneity; second, it can be a dynamic analysis. That is to say, the panel data analysis method has irreplaceable advantages which combined micro analysis of cross section data model with macro analysis of time series data model.Throughout the domestic and foreign studies on public policy analysis, public policy analysis on the methodology of the application in China is far behind the advanced level. Behind on the research methods led to the research on the quality gap, in turn, led to the gap in the level of disciplines, seriously hindered the development of discipline. Panel data analysis as a new research method, it is necessary for us to analyze the present situation of application on public policy analysis. On the basis of understanding the status, and then discussed the falling behind cause of the panel data of public policy analysis in China, finally putting forward effective improvement measures or reason for the poor advice, eventually to promote the purpose of the subject development and improvement of public policy analysis.The research content of this thesis mainly from the following four parts:the first part introduce the basic knowledge, mainly for defining the basic concepts and interpretation; The second part is the analysis of the situation, the main application of panel data analysis of public policy analysis the actuality and its research methods, this part mainly is a large collection of related panel data in the literature of public policy analysis, through a certain degree of investigation and analysis, this system to describe the lack of panel data used in current public policy analysis; the third part is the analysis of public policy in our country and the causal reasons of the lack of panel data in the application of system analysis, this part of public policy analysis of our country is mainly caused by mining the deep reasons of the lack of data applications, the fourth part is the countermeasure research, specific to China's public policy issues in application of panel data analysis method and put forward some realistic measures and policy suggestions. Four parts exist from simple to difficult, from the outside to the inside, a ring by a ring and they are closely linked logically, like a chain.In a sense, the research methods affect the depth and breadth of the study, also determines the results of the reliability and validity, in order to make the results more convincing, this thesis uses two kinds of research method:one kind is combined quantitative research with qualitative research, focus on quantitative research; The second is combined theoretical research with empirical research, emphasis on empirical research. Consulting a large number of papers on the basis of statistical analysis can better find the problem and find out the regular, so this thesis will focus on description of the application of panel data analysis method and the analysis on status quo which are important and also difficult. Finding the symptoms first is to be better to suit the remedy to the case. In addition, the description, analysis and suggestion of this research is mainly aimed at public policy, therefore all data have to base on Chinese national conditions and reality. |
