The crime of terrorism has become one of the banes that human beings face,which endangers the property security of human beings and hinders the laws andorder of the society and economic development. In order to increase the hittingdynamic to terrorism crimes, to expand the consensus among countries of thisproblem, to strengthen the international cooperation against terrorism, we must makea clear definition to terrorism crime. Since the 20th century terrorism crime has beenincreasingly rampant and brought great harm to the society, which urges theinternational community and governments to make legislation response to restrain thiskind of crime phenomenon of growth and spread effectively.Overseas terrorists have brought great threat to our national security and safetyof the lives and property of people through violent crime. Terrorism crime has becomean urgent social problem to be solved in China. In 1997, after the promulgating ofpenal code, legislators in China began to concern terrorist activities and they havemade a succession of laws against terrorism. In 2001, the amendment three waspassed, which supplements and devises the criminal laws against the terrorism for thefirst time. Comparing with foreign countries of domestic anti-terrorist legislation,there is still certain hysteresis and the laws cannot fully satisfy the needs of currentsituation. Our country should research terrorism crime thoroughly based on realcriminal activities, and use the foreign countries'advanced experience in legislationfor reference. We can perfect our country's criminal law from the following aspects:adding terrorism charges corresponding; perfecting specific provisions of relevantsentencing scenario; reforming our country's punishment mitigation; perfecting thecriminal procedural law anti-terrorism crime;and formulating special ounter-terrorismlaws when conditions are ripe for.
