Network Underworld Governance Research

Independent management theory is to solve the governance approach problems of public affairs, namely how public goods or service providers will display the public goods the biggest effectiveness through an independent organization which belongs to the majority of people's public affairs. Underworld Mafia which takes the Network underworld as representative, though it formed early, it has not yet formed the scale. Till the previous period, the events of Mongolian cow executives "against the door", Qihu 360 "privacy door" and the new Oriental teacher "cheat door" have occurred, which come into the net-citizens' and government' notice.The article takes the network environment as a small range of public resources, and network service belongs to the public affairs. It gives the reasonable qualitative analysis of the network underworld through the comparison between the underworld and network underworld. The community management theory is a bridge between Independent management theory and network connection of the underworld. This article will introduce an independent management theory of community, and carries on deeply qualitative and quantitative research for the pattern of the underworld governance network which based on different community governance theory. The purpose is to help the network provider better using network resources and improve the credibility of the network resources.The article combined the method of an empirical research and normative research together. Normative research uses community governance theory of the independent management theory. Combined with our special conditions, based on the reference of foreign network environment treatment experiences, under of the order more center, it construct the network underworld autonomous mode. Normative research cultivates and develops the security' the public network service, perfect related policy about our nation's network resource service system. Under of the order more center, the empirical study analyzes existing problems of China's Internet resources system through investigation of the conceptual model of the network underworld autonomy.According to the degree of enthusiasm network age, sex and the career, the research selects the random investigation object at random. Investigation objects are those who actively participate in the activities of the network, and design the question according to the deep interview method. At the same time, it carries on the questionnaire surveys according to public cognitive, theirs understanding of the network underworld and their expectations for improvement. Investigation objects are mainly social citizens; questionnaire is mainly enclosed residents problems, and the problems design is bases on the LiKeTe table. It distributes, recycles questionnaire, and collects data at random. Data processing uses the method of SPSS.The thesis is divided into four parts, namely:the current situation and problems research of network underworld, improvement about the theory study of the network underworld' governance, the empirical research of it, the more autonomous structure' cultivation and development, and the measures for improving our nation' online underworld system.Attaining the effective policy measures, cultivating and developing the multi-center autonomous structure, perfecting management center of China's online underworld system is the conclusion of the article. There are four specific suggestions we achieved. Firstly, the government should set up and perfect the related policy laws and regulations and strengthen relations of cooperation of network related members; secondly, we should construct well-network community environment and realize coordination supervision of the network resources system; thirdly, we should advocate the network real name system and speed up the Internet supervision technology development; lastly, we should encourage the enterprises to participate in the network and ensure that network resources can be used well.There are two innovations of the paper, namely, the theoretical innovation and the method innovation. Theoretically, the article do not completely dependent on foreign formed the system of independent management theory in the research of the network underworld management, but put forward the concept of political transpose innovatively, which based on the research of China's national condition, and lastly we build an independent management theory according with Chinese characteristics-multi-center network community autonomy theory under the government' leading.The second is method innovation. This article will compensate for the lack of quantitative research in the literature of the present network gangdom, study the internal relationship between the government and the network resources through the field survey and questionnaire survey. At the same time, we should break through the traditional network environment, and newly classifies and manages the network recourses system according to the method of general management community governance theory, and promotes formation of the body of public service supplier of diversity network community.However, there are still many shortcomings of needs to be improved in this paper written process. For example, theoretically, we do not completely understand the essence of the Independent management theory, and can't understand and optimize network environment at the whole since the absence of related dates. When it come the empirical study, we can't combine the economic theory well and analyze the advantages and disadvantages of model in the process of analysis of the statistics result according my ability of research limited.
