The Research On Social Management System Innovation Construction In The Perspective Of Multi-center Governance Theory

At present, China has entered the critical period that the adjustment of the economic structure is accelerating, social transformation is also accelerating and the development opportunities and social risks coexist. During this period, in order to strengthen and improve social management, improve the social management system, safeguard social fairness and justice, to maintain social stability and order and to improve people’s well-being, the Fourth Plenary Session of the sixteenth Communist Part of China Central Committee clearly put forward a major task that strengthen social construction and management and promote innovation in social management system in2004. Strengthen social construction and management is a systematic project, the Country administrative regions in the junction of the urban-rural structure, it can be said that is a cell and the microcosm of society, because more than70%of the population are concentrated in the more than2000the County and the amount economy of County’s accounted for half of the entire country, and is also an important source of social contradictions, therefore, the social management of the Country administrative regions takes an important mission to reduce social risks and promote coordinated development of economic and society. Thence, we should take the social management of the Country administrative regions as the breakthrough point of strengthening and innovating social management, and building a harmonious socialist society.The social management of the Country administrative regions is an important part of the whole country’s social management. Although social management in China has made great achievements, the social management of the Country administrative regions is still facing many difficulties, it is incompatible with the status quo of the social and economic development, ultimately because of the relatively backward of social management of the Country administrative regions. It can be said, the social management system of the Country administrative regions is not only related to the major issues of success or not of the social development and construction, but also related to the social stability and health of the community, and the key link of building the socialist harmonious society. Thus, it has an important theoretical and practical significance that reform the existing social management system of the Country administrative regions, re-establish government and other social organizations, and the public role, and straighten out the relationship between the parties.Draw on the basis of multi-center governance theory in the field of public administration, the paper combines with the China’s current reality and the historical background, in particular, social management, draws the reasonable factors of other areas of social management governance model, for example, the Shucheng Country of the Anhui Province, and proposes the view that the social management of the country administrative regions should adopt multi-center governance model, and analyze it combined with the actual situation of the Shucheng Country. This paper is divided into five parts:the first part mainly describes the research practical and theoretical background and research significance from the macroscopic level, summarizes the related research achievements on the topic at home and abroad, and introduces the research methods and research thinking and the Innovation of the paper. The second part mainly discourses the related theory of the social management system, reviews and combed the social management course of China and point the problems of the social management system at the present stage. The third part describes the construction of multi-center governance model of social management system. The fourth part focuses on the basic situation of the Shucheng Country, introduces the social management focus and the achievement in recent years that the Shucheng Country has been achieved. The fifth part mainly discusses the new framework of the social management system innovation of the Shucheng Country, and put forward specific initiatives to improve and promote on the basis of introduction ahead.
