Response to the worsening social moral crisis and weaken family support function, the scope of supporters should be definite by legislation. The obligation of the supporters in the existing legislation should be strengthen, and the obligations of the special people also should be clear. Form this point of view, the statutory content about the legal system of support also be designed in paper. Response to the monotony of the support funding, the paper demonstrates the support funding range of the funding from the social, family and the government. Community care as the auxiliary system to the support system by family can be used to cope with the challenges of the condition as empty nest.
