Research On The Social Support Service System Of Family Support For Aged In China

With China's family planning policy being implemented strictly for years and the rapid development of social and economic inducing the fertility desire reducing,which makes the family structure change from complex to core,and population pyramid shift from triangle to spindle,the degree of population aging improves remarkably.In accordance with the current trends of population inertia,the demographic opportunity window will close during 2020-2030,and China's economic will be subjected to serious challenge,which mainly depends on resource bonus and the demographic dividend for the labor becoming shortages,the cost of employment higher,and the dependency ratio increasing,so the pension burden of family and society will become more arduous.In addition,the generational living habitsdifference and time-space distance between workwith family are becoming large,with the family time allocation changing together caused thepension prominent contradictions,the function of the family pension continues to weaken.Even sothe family pension is still has a core rule in the domestic and foreign which can't be replaced.but we should facing family pension correctly: pension subsidy standard is low,especially in the vast rural insurance rate is low;the medical and health care and nursing service is missing,and can't enter the medical reimbursement agencies and the community;the endowment facilities are backward,the elderly daily care and spiritual comfort are not met and so on,if these cannot be solved,will seriously restrict the macro labor supply,influence family harmony,stimulate the contradiction between work and family,lead to social conflicts,more violations of the elderly living rights,the law of value contrary to the social development.Therefore,to increase the social support for the family of the elderly,and constantly improve the social pension system,is an important issue in the process of population aging.On the basis of combing the domestic and foreign literature,this author comprehensively compared the policy experience of social support for the elderly in developed countries,and analysis the problems of social support for the elderly in China.And then we will through the questionnaire survey to understand the different characteristics of the elderly to the family pension and social pension needs and expectations.We believe that: the acquisition and the demand of social endowment of the personal characteristics of the elderly and knowledge ability,physical health status,family structure,children's social and economic status,existing pension,social pension policy determines resources for family provision for the aged and the factors that affect the social pension needs is a complex and comprehensive system of mutual embedding properties.To this end,we in constructing social old-age support system to various policy,strengthen policy integration,to avoid the fragmentation of the management policies.The current major policy should focus on the following points:Firstly,we should fatherly improve the coverage of social endowment insurance,increase the standard of pension insurance,and actively explore the commercial insurance and social insurance services and the level of demand for diversified services.Secondly,we should establish as soon as possible the elderly daily care and care of the relevant laws,through the medical insurance we can reimburse the daily medical care and chronic illness cost and reduces the family's medical expenses.Thirdly,we should improve the awareness of community functions,increase investment in the community endowment,so that the community has become the most important form of family support for the elderly.Fourthly,we should draw lessons from foreign social endowment legal content,and actively explore the various forms of pension payment,step by step to establish and improve the special law for the elderly pension.
