Quota scheme is an important way to promote employment for the disabled persons, which is using by many countries of the world. In 1980s, our nation started to explore the Quota scheme system through learning foreign related practices, in combination with the concrete national conditions. After 20 years of development, our Quota scheme system is constantly improving, and promoting the employment of the disabled in China. Nevertheless, in reality, Quota scheme faces enormous challenge and its role has been greatly restricted because of influencing by the social discrimination and other various factors. In the context of that our country disabled employment situation is not good,, analysis of problems and influencing factors on Quota scheme in-depth is very significant.Making use of the data from China Disabled Persons Federation,this article make an in-depth analysis on the current situation of quota scheme for employment of disabled persons in our country, and points out some problems. For example, the portion of disabled persons employed by quota scheme is small, the works provided by quota scheme have poor stability, few of the disabled persons employed by quota scheme participate in social insurance and the implementation approach is not perfect. large regional differences of quota scheme. At the same time, the article point out some reasons of influencing the quota scheme, such as the serious discrimination, lack of government responsibility, the imbalance of economic development, the disabled employment skill is low, the imperfect laws and regulations, and so on.On this base, the article puts forward some measures of promoting of quota scheme of disabled persons in China. It is particularly important to promote employment of that increasing numbers of employment in Disabled Persons Federation, modifying the official physical examination standard, gradually establishing job reservation system. Developing differential proportion principle, establishing point method to calculate system, introducing progressive punishment measures, implementing the relevant incentive measure are of utmost important to perfect the quota scheme of disabled persons in China. |
