Besides the parts of introduction and conclusion, there are four main sections in this paper. The introduction section is designed to draw out that civic moral education in Singapore schools has made significant achievements, and caused the attention of the world. The first part combs the forming process of the characteristics of civic moral education in Singapore schools. Civic moral education in Singapore schools was not a mature system from its beginning. On the contrary, it has experienced four stages:the stage of reflection and exploration, development and promotion, setbacks and rectification, and molding and maturity. The second part points out the concrete characteristics of civic moral education in Singapore schools. It is mainly embodied in four aspects:the unification of traditional rule of virtue with the modern rule of law; the coordination of Eastern value with the Western system; the supporting of systematic education with strict management; and the converging of civic education with moral education. The third part is the study of the national conditions in which the characteristics of civic moral education in Singapore schools are molded. Civic moral education in Singapore schools has made such great achievements, just because it is influenced by such national conditions as its special geographical situation, the immigration of its population, the colonial history, and the diversified cultures. The fourth part is an assessment and reflection of civic moral education in Singapore schools. Civic moral education in Singapore schools has promoted its economic development, upgraded the national people's quality, and maintained social order. The characteristics of civic moral education in Singapore schools are recognized widely, but its defects can never be ignored, such as the ignoring of the citizens' democratic rights, the weakness of national self constraints, the lacking of the consciousness of independent and critical thinking, the confusing of the state with the government and with the nation. In the epilogue, we are to notice that while the advantages of civic moral education in Singapore schools are fully learned, the negative impact of the defects should be avoided as much as we can.
