Research On The Value Of Civic Awareness Cultivation To Moral Governance

The report of the 18 National Congress of the Communist Party of China(CPC)puts forward the basic idea of "carrying out in-depth special education and management of outstanding problems in the moral field" and strengthen the combination of "governing the country by law" and "running the country by virtue".The purpose of highlighting the related concepts of "moral field" and "governance" is to give full play to the functions of "promoting good" and "suppressing evil" of morality.On the one hand,the cultivation of civic consciousness is not only an important content of moral governance,but also an important part of accelerating moral governance;On the other hand,moral governance must include the cultivation of civic consciousness,so it is of great value to the cultivation of civic consciousness.To a large extent,the study of cultivation of civic consciousness and the moral governance,highlight the cultivation of individual citizens to achieve better moral governance through the cultivation of individual awareness of citizens.This study highlights the value of individual citizens,especially the spiritual world of human beings.This is also an innovative development of "people-oriented" in the process of moral governance.Our citizens are heavily influenced by the feudal autocratic monarch consciousness and strictly carry out the absolute leadership of superiors over their subordinates.They suppress individual value,ignore individual will,therefore,the individual awareness of citizens is weak,at the same time,there is a lack of effective civic awareness cultivation mechanism,which adds difficulties to the current stage of civic education and the formation of individual awareness of citizens.At the present stage,to achieve moral governance,the more important is that we should work hard at the cultivation of civic awareness in order to realize the individual citizens' understanding of themselves and the cultivation of the subject.This paper mainly uses four parts to discuss the value of the cultivation of civic consciousness to moral governance.The first part mainly discusses the relationship between the cultivation of civic consciousness and moral governance.Firstly,this part summarizes their respective scientific connotations and realistic characteristics from the definition of clear cultivation of civic consciousness and moral governance.And definite the main content of the cultivation of civic consciousness,that is,citizen's subjective consciousness,rational consciousness,rule of law consciousness and responsibility consciousness.On this basis,this paper discusses the relationship between thecultivation of civic consciousness and moral governance,think that the cultivation of civic consciousness is the inherent requirement of moral governance,and the degree of cultivation of civic consciousness is the measure of moral governance.The cultivation of civic consciousness is an important way to realize moral governance.In turn,moral governance creates a good atmosphere for the cultivation of civic consciousness,and moral governance provides social security for the cultivation of civic consciousness.Moral governance sets the goal for the cultivation of civic consciousness.The second part mainly expounds the historical value and realistic requirement of the cultivation of citizen consciousness in our country.In the historical dimension of the cultivation of citizen consciousness in our country,1949-1978 years is the germination period of the influence of the cultivation of citizen consciousness on Moral Governance in China.1978-2012 years,China's civic awareness has been influencing the construction of Moral Governance.Since 2012 to the present is the deepening transformation stage of China's citizen consciousness cultivation to Moral Governance.From the point of view of the practical opportunities and challenges of the cultivation of civic consciousness to the moral governance,Four aspects,including the goal of civic awareness,the implementation of moral governance tasks,the nature of civic awareness and the change of the citizens themselves,are discussed in terms of realistic opportunities and challenges.The third part makes a further analysis on the status of the cultivation of civic consciousness in the value of moral governance.In the one hand,from the theoretical level,this paper analyzes the prominent role of the cultivation of civic consciousness in moral governance.Firstly,the cultivation of civic consciousness strengthens the diversification of the participating subjects of moral governance in China.Second,the cultivation of civic consciousness demonstrates the humanization of the realization of moral governance in China,and the cultivation of civic consciousness contributes to the rationalization of the behavior of the subject of moral governance in China.Fourth,the cultivation of civic awareness has promoted the orderly operation mechanism of moral governance in China.Fifth,the cultivation of civic consciousness has promoted the continuous combination of rule by virtue and rule by law.In the other hand,the form of questionnaire is issued.In real life,the problems and causes of civic awareness cultivation on the role of moral governance are combed.The problems are found: the concept of civic awareness cultivation needs to be improved.The goal ofcitizen consciousness cultivation needs to be specified,the content of citizen consciousness cultivation needs to be further improved,the channel of citizen consciousness cultivation should be more unobstructed,and the cultivation method of citizen consciousness needs to be standardized scientifically.The scope of civic awareness cultivation needs to be further expanded.In view of the above six major problems,this paper analyzes the reasons for the existence: the disconnection in the process of civic awareness cultivation,and the imperfection of civil awareness cultivation mechanism.The environment of civic awareness needs to be purified,and the cultivation of civic consciousness has not yet formed a joint force.Therefore,based on the analysis of the above problems and reasons,it lays a theoretical and practical foundation for the cultivation of civic consciousness to realize the value of moral governance.The fourth part induces the realization path of the cultivation of citizen consciousness to the value of moral governance.Generally speaking,it is mainly includes five aspects concerning establishing the scientific concept of citizen consciousness,perfecting the order mechanism of citizen consciousness cultivation,creating a good environment for the cultivation of citizen consciousness,opening up the connection link of citizen consciousness cultivation,and forming the main combining ability of citizen consciousness cultivation.
