A Research On Grass-root Ngo To Participate In Social Assistance Problem

In the development process of the social security, the Government plays a leading role, but in recent years NGO has played an increasingly important role. As the government-run NGO experience a crisis of confidence, Grassroots NGO, a member of China's NGO, because of its bottom-up establishment and its independent characteristics, its development will receive more attention.From the course of the grassroots NGO development in China, combined with the political, economic changes in the environment, the author analyze the necessity and possibility of grassroots NGOs to participate in social assistance. The main problems in the development of Grass-root NGO that is the lack of legal status, lack of fund sand and the lack of public trust. After the research of Beijing Huiling Community Service, the paper pointed out the effects and problems of the specific case of China's grassroots NGOs in the participation in social assistance. Combined with the experience of the U.S. and the UK NGO, the paper presents the recommendations of the development of China's grassroots NGOs:Improve the reform of NGO management registration system, establish more tax policies, build multi-channel sources of funding and enhance the credibility of the grass-root NGO.
