Research On The Problems And Countermeasures Of Social Governance At The Grass-roots Level Under The Background Of Four-in-one Urban-rural Integrated Development

According to the third?plenary session?of the?18 th?Party Congress,?to modernize the country's governance system and capacity is the overall goal of deepening reform in an all-round way?in?the?new?era.In the reports of the 19 th National Congress of the Communist Party of China(CPC),the?CPC?Central?Committee has grasped the overall situation of development from the high plane of strategy and the direction of modernizing the governance system and capacity has been further clarified.According to the requirements at the fourth plenary session of the 19 th central committee of CPC,comprehensively improving the governance capacity of local governments and promoting the modernization of the governance system and governance capacity of local governments have both theoretical value and practical significance.Under the current background of accelerating integrated development of urban and rural areas,it is of great value to realize the integrated design of the governance system of the community-level society and promote the integrated development of urban and rural areas,as well as the construction of a social governance community jointly built,co-governed and shared through community-level social governance.Taking Fengxian county of Jiangsu province as an example,this paper studies the development of the theory of social governance at the grass-roots level.In combination with the current situation of urban and rural integration development in Fengxian county,the main problems in urban and rural social governance in Fengxian county are deeply analyzed by means of investigation,questionnaire survey and literature research,and the causes of existing problems are further analyzed.Finally,the countermeasures for urban and rural grass-roots governance in Fengxian county are proposed.It is found that through the establishment of the "four-in-one" social governance system,it can promote the smooth flow of urban and rural factors,narrow the urban-rural gap,continue to resolve problems at the grass-roots level,reduce the number of petition letter,improve the social governance of urban and rural socialization,the rule of law,intelligent and professional level.All these provide new ideas and ways for the social governance in Fengxian county,and also provide references for further promoting the modernization of social governance in county and the modernization of grass-roots governance system and governance capacity.
