On The Reconstruction Of Comprehensive Law Enforcement

The Super-Ministry System reform proposed by the 17th Session of the General Assembly of the party aims to achieve clear responsibilities at all levels of government departments and efficient enforcement by trying to overcome chronic problems in law enforcement such as divided policies from various sources, buck-passing. And since 1999, the comprehensive law enforcement in the pilot field of urban management enforcement is the same as the Super-Ministry System reform on its purpose. And they both demand the problems such as divided policies from various sources, buck-passing solved. However, experimental work on the comprehensive law enforcement fails to clarify its location and specify its system design, which makes the above problems worse. This paper illustrates the problems raised in comprehensive law enforcement of urban management from the empirical perspective and focuses on the analysis of the causes of problems. Based on the former, it explores the path and the construction principles of comprehensive law enforcement, then puts forward a new model of comprehensive law enforcement under the framework of the Super-Ministry System.This paper consists of two parts: introduction and text. The introduction includes three parts. Part one introduces the background of my choice item; Part two illustrates the significance of this topic; Part three introduces the basic framework and methods of the thesis. The text is made up of five parts: The first part states the basic content of comprehensive law enforcement. It analyzes the related conceptions of comprehensive law enforcement, explores its historical background, and illustrates its purpose. The second part concerns about the current situation of comprehensive law enforcement. It examines its basic situation, jurisdiction, practical mode, subject of implementation and the new trends of different areas. The third part is a description of problems of comprehensive law enforcement. The fourth part emphasizes on analysis of the reasons for the problems of comprehensive law enforcement. The fifth part proposes the reconstruction of comprehensive law enforcement under the mode of the Super-Ministry System. It points out the path and construction principles of comprehensive law enforcement, and thus makes a specific system design of a new model of comprehensive law enforcement.
