With the global climate warming and the accelerated melting of Arctic sea ice, the potential value of the Arctic region has become increasingly prominent, which caused a worldwide high attention on the sovereignty, energy development, waterway access and some other aspects of the Arctic region. As the world's superpower, the U.S. also has important national interests in the Arctic region, for which the U.S. has repeatedly issued a policy (or a bill) on the Arctic. On January 9,2009, a new policy on the Arctic region signed by the outgoing Mr. President Bush was No.66 National Security Presidential Directive and No.25 Homeland Security Presidential Directive (NSPD66/HSPD25), which marks the formulation of the U.S. Arctic strategy. The strategy makes an overall arrangement on the U.S. Arctic activities in the future, mainly about scientific research, resource exploration and military deployment etc; especially they meant to defend the U.S. national interests through strengthening the military power in this area, which indicated the influence from the neo-conservatism. Bush-administration's Arctic strategy will orient America's future activities in this area and also intensify the sovereign dispute around Arctic because the military deployment in this strategy will be followed, which would lead to the militarization in this area and put the stability to bay. In additionally, Bush-administration's Arctic strategy provided China with good suggestion on how to handle the increasingly important issue in the Arctic.
