Handicapped is a special interest group in human society. The congenital or acquired condition results in their physical or mental disability, which makes a serious impact on their self-care ability. The development of handicapped is an important symbol to evaluate a country or region's economic development and civilization progress, in which the government will undoubtedly play a leading responsibility. But with the progress of China's social and economic reform, the social management method of "strong government weak society" gradually reflects a great amount of non-adaptive. The Modern Political Science and Administration Theory have been long recognized that state and government is not the only provider in public service field.The China Disabled Person's Federation (CDPF) is established and operated under the government's policy promotion. No matter in its form or operation method, it wears a clear administrative color, which makes it often tends to express Government's interests or stress Government's management functions to the disabled while ignoring the awareness of services and voices from the disabled when it performs its duties. However, CDPF's role positioning is not its own problem, but relates to our government's strategic decision-making. As a people's organization, CDPF is an important part within China's political system, whose existence and positioning has an important political significance.With the development of society, the demand of the disabled expands from survival to the enjoyment of spirit and other comprehensive requirements, which gradually shows diversified and differentiated widening. Over the years, Shanghai Disabled Person's Federation is actively seeking development and breakthrough in the established system to respond the growing diversity and differentiation needs of the disabled. Under the established framework and nature, how to further enhance the service capacity is an urgent problem for CDPF.
