The Organization Department of the Party Central Committee and other Department concerned decided to select and employ 200,000 college graduates to village assignment from 2008 to 2012 all over the country. This item, which is based on our national conditions that the shortage of talented people in villages during the process of the construction of the socialist new countryside and that the increasingly shortage of graduate jobs, is not an expedient but a signal policy made by the Party Central Committee. The college student "village officer" project is a guide characteristic strategy set forth by government. Now, this project has launched throughout the country, and has received much more attention paid by the society. It also has got some achievements. Selecting and employing university graduates to work in villages is of great significance for improving the structure of the contingent of rural grassroots cadres, for training skeleton forces of new countryside construction and reserved talents of the Party and government leaders, for furthering the rural reform and development under new situations and circumstances, and for ramming the foundation of the Party's administration in countryside.This thesis which is based on the analysis of public policies focuses on the behavior of local government's implementing the college student "village officer" project. According to the P. Sabatier and D. Manzanita's Policy-Implementation Comprehensive Pattern, taking Nanning as an example, the writer combs the evolution process of the college student "village officer" project in the central-government, Guangxi Province and Nanning City. By means of questionnaires, case studies, and interviews, the writer summarizes Nanning government's implementation of the college student "village officer" project, analysis the influencing factors from the policy's essential characteristics, the policy itself and factors beyond the policy, and finally explores some advices to solve the problems of implementation of the college student "village officer" project, which has certain practical meanings.
