A Study On The Policy Implementation Of College Student Village Official

The Central Committee of the Communist Party of China has made a major strategic decision focusing on the long-term development of the party and the state——college students village officials policy in China.Student village policy began in 1995 and was implemented in a small number of areas.Since 2008,most of the provinces and cities in China have implemented the policy of college students' village officials.All regions attach great importance to this policy,and actively build up the platform for setting up officers'work,and constantly innovate the training mechanism system.To a certain extent,it promoted the economic and social construction of new rural areas,and trained cadres at the grass-roots level for the party and the state,promoted the university student village official to dedicate talent and realize the value at the grassroots level With the popularity of college graduate village officials in rural areas,how to promote their employment,play an active and effective role in the new rural construction,achieve self growth,it's a very noteworthy question.Since 2007,Jiangsu has taken the lead in implementing the policy of college students'village head,Guanyun carried out the policy of Jiangsu province employed college students village official in that year.The policy conforms to the needs of the new socialist countryside construction in Guanyun county,Therefore,local people from all walks of life are concerned about the policy of college students' village officials.But in the actual application process,also produced some problems at the same time.This article from our college university student village official policy,the significance of implementing the policy of college student village official,problems arising and the way to solve the problem,take Guanyun County of Jiangsu Province as an example,conduct empirical study,and draw lessons from other areas of rural governance,effective policies and measures for college students' employment,propose effective ways for the problems of college students village officials policy.This paper mainly studies the background of the new rural construction in Guanyun County,combining human resource theory,motivation theory and game theory,make a detailed and systematic study of the results and the existing problems has been made.On the basis of the research on the implementation of the policy of Guanyun county student village official,this paper proposes a feasible solution to the existing problems in the implementation of the policy.It provides reference for the implementation of the policy of college student village official in Guanyun County.
